Consultant | Public Health Strategy
17a
Who We Are:
17A is a new type of management consulting firm. We come from places like McKinsey, Palantir, JP Morgan Philanthropies, and venture-backed Healthcare startups. We share a common goal: improving the quality of government and social services. 17A believes that trust in government is something to be continuously built and earned, through strong service delivery.
We have a dynamic core team, and partner with Consultants, known internally as Project-Based Team Members, to bring the best combination of expertise to what we do. Our team has varied skills from a range of industries and experiences, including management consulting, technology and analytics, and public service. If you've spent the early part of your career in consulting or a fast-paced analytical environment and you're ready to apply those skills to something with direct civic impact, 17A is for you.
The Opportunity:
17A is supporting a mission-driven organization on a project focused on transformation for a large-scale Medicaid and dual-eligible home and community based provider program. The work is based in the Boston area and will be structured as two 12 month contracts. These roles will be fully embedded with the company we are working with — not parachuting in.
The organization is committed to delivering high-quality, community-based care to vulnerable populations and are investing in the strategic and operational infrastructure needed to sustain and scale that impact. You will build lasting internal capabilities rather than creating ongoing external dependency.
These positions will support two concurrent and interconnected streams of work central to the organization’s near-term priorities.
Role 1 – Program Integrity
- Lead and project-manage 5-10 core integrity initiatives spanning compliance, quality assurance, documentation standards, and risk mitigation.
- Work closely with senior leadership and functional owners to scope, sequence, and
execute initiatives with clear milestones and measurable outcomes.
- Build internal capabilities so that program integrity functions can be owned and sustained by the organization after the engagement concludes.
- Develop frameworks, tools, and standard operating procedures that embed accountability and rigor into day-to-day program operations.
Role 2 – Operational Effectiveness & Ways of Working
- Assess and improve core operational workflows, documentation practices, and cross-
functional coordination mechanisms.
- Support the organization in adopting stronger ways of working — including meeting
cadences, decision-making processes, project tracking, and knowledge management.
- Partner with managers and frontline leaders to identify friction points and co-design
practical solutions suited to a home health care environment.
- Deliver targeted capability-building (e.g., workshops, playbooks, coaching) so teams can
sustain improvements independently.
Across both streams, consultants will:
- Serve in an advisory and chief-of-staff capacity alongside senior leadership.
- Provide ad hoc problem solving, analysis, and research as priorities evolve.
- Communicate progress and recommendations clearly to executive and operational
- audiences.
- Operate as collaborative, low-ego team members fully embedded in the organization’s
culture and mission.
These roles are well-suited for someone who is 2–4 years into their career — likely coming from a top-tier management consulting firm (think McKinsey, Bain, BCG, Deloitte, or similar) — and is ready to take on more ownership while doing work that has a clear public impact.
You might be a current or former:
- Business Analyst or Associate at an MBB or Big Four firm
- Fellow or analyst at a public sector-focused organization (e.g., Teach for America, a government innovation lab, a public health agency)
- MPH, MPA, or MPP graduate with analytical or consulting experience
The Skillset:
You'll thrive in this role if you:
- Have 2-4 years of experience in management consulting, public sector strategy, or a related analytical role
- Are energized by the mission — you genuinely care about Medicaid, home-based care, or the people these programs serve
- Are comfortable operating in ambiguous environments and building structure where there isn't any yet
- Have strong project management instincts and can keep multiple workstreams moving simultaneously
- Can communicate clearly with both frontline staff and senior executives
- Are ready to be embedded — not just advisory — and want to see the impact of your work directly
Bonus if you have:
- Familiarity with home- and community-based services, Medicaid, or dual-eligible programs
- Experience with program integrity, compliance, or quality improvement in a healthcare or social services setting
- Prior exposure to organizational design or operational process redesign
