The role

The Strategic Design Team for the Medicare Payment Systems Modernization Program (MPSM) is a cross-functional research team that spearheads multifaceted research efforts in support of the Centers for Medicare and Medicaid’s (CMS) modernization efforts. The expertise on the team encompasses system architecture, engineering, data strategy, product, information architecture and visualization through UX research, human-centered design, and service design. The team’s work informs the strategic technology decision making of those responsible for ensuring that these systems continue to pay $400+ billion in traditional Medicare claims each year.

You are a highly experienced designer or researcher that will be the service design and human-centered design (HCD) voice on the team. You are responsible for ensuring that all research as well as the creation and delivery of all findings are centered on the humans who use, maintain, change, and manage payment systems. As the senior member of the team representing Agile Six, you will build and nurture stakeholder relationships with our clients and partners. Your experience with healthcare payment ecosystems informs your ecosystem-centric mindset; you have the ability to navigate and influence not only complex practice and technical elements of a problem space, but non-technical (social, political, etc) as well. You understand the constraints that exist in civic tech well enough to know when they can be changed or challenged, but also understand when compliance is required and solutions must account for them.

Responsibilities

  • Lead research efforts across information domains (policy, technical documentation, general knowledge searches, healthcare standards etc), finding the user in any system.
  • Synthesize findings across multiple areas of knowledge into consumable, informative artifacts for multiple audiences.
  • Understand how all pieces of the ecosystem (policy, systems, data, users, roadmap direction, business priorities etc) impact each other and be able to provide a perspective that is broader than the immediate team’s research effort.
  • Have an overall view of work, direction, client goals, barriers, future plans and understand how those fit together in the long term.
  • Proactively consider stakeholder needs; identify and frame value in every research effort, and demonstrate flexibility to use any and all forms of available information to provide stakeholders with critical findings in a timely manner.
  • Communicate and discuss technology concepts with developers and system architects. Translate the capabilities and limitations of the code, code base or technology stack to the broader product or project.
  • Contribute to the creation of a positive team dynamic, collaborating with your team to build a safe and trusting environment. Provide guidance and informal leadership to other teammates.
  • Facilitate team feedback loops - provide and receive constructive feedback on design for the purpose of iteration and progression.
  • Support the practice of research and design within the larger company as needed through activities such as:
    • Assisting in outreach, recruitment, and hiring efforts
    • Occasionally participating in or otherwise supporting business development efforts, including code or design challenges, writing or reviewing proposal responses, etc.
    • Participating in communities of practice
  • We expect the responsibilities of this position to shift and grow organically over time, in response to considerations such as the unique strengths and interests of the selected candidate and other team members and an evolving understanding of the delivery environment.

Basic qualifications

  • At least eight (8) years of experience working as UX designer or related position in collaboration with digital product teams (enterprise environment a plus)
  • Subject Matter Expertise in government and/or healthcare insurance benefit delivery
  • Experience leading senior stakeholder conversations, presentations, and other communications
  • Experience with HCD work based in a legacy (cobol) mainframe systems and/or HCD work based in CICS/green screen environments
  • Experience mapping the path of policy into systems rules, data and real-world delivery
  • Experience mapping and connecting multiple elements of an ecosystem that includes multiple layers of systems, services, processes, organizations, products and supporting functions
  • Ability to see and form concepts from details and discussions that support a common understanding across multiple teams and stakeholders of various backgrounds
  • Adaptive, empathetic, collaborative and holds a positive mindset
  • Ability to be autonomous and can take initiative

Additional desired qualifications

  • Experience with the government’s approach to and challenges with security, accessibility, architecture, product delivery, data structure and other areas of specialization and how their priorities affect and combine on a technology effort.
  • Experience working with government agencies
  • You are a U.S. Veteran

The salary for this position is $140,578 - $147,787
