The Center on Budget and Policy Priorities (CBPP) is a nonpartisan research and policy institute that advances federal and state policies to help build a nation where everyone — regardless of income, race, ethnicity, sexual orientation, gender identity, ZIP code, immigration status, or disability status — has the resources they need to thrive and share in the nation’s prosperity.

CBPP combines rigorous research and analysis, strategic communications, and effective advocacy to shape debates, affect policy, and inform effective implementation both nationally and in states. It works closely with a broad set of national, state, and community organizations to design and advance policies that promote economic justice; improve health; broaden opportunity in areas like housing, health care, employment, and education; and lower structural barriers for people of color and others in communities that continue to face systemic barriers to opportunity. CBPP promotes policies that will build a more equitable nation and fair tax policies that can support these gains over the long term. CBPP also shows the harmful impacts of policies and proposals that would deepen poverty, widen disparities, and worsen health outcomes.

To advance these goals in the states, CBPP co-founded and continues to coordinate and convene the State Priorities Partnership. The State Priorities Partnership is the nation’s leading network of state policy organizations working to advance racial, social, and economic equity to build broad prosperity and thriving state economies. CBPP’s state team of almost 40 staff works directly with Partnership member organizations, the Steering Committee of Partnership directors, and the Partnership’s National Funding Collaborative to implement a shared vision for the network — from cultivating collaboration across state lines to distributing millions of grant dollars.

The five-person Network and Organizational Effectiveness team supports the organizational health of Partnership groups and the strategic direction of the State Priorities Partnership network. This work includes advancing racial and ethnic equity and inclusion internally and externally, helping groups achieve their organizational capacity building goals, coordinating membership and network governance processes, and facilitating network communications and engagement.

Reporting to the Director of Network and Organizational Effectiveness, the Manager of Organizational Effectiveness will work collaboratively with SFP and network colleagues to build the management, leadership, and operations capacity of the State Priorities Partnership member organizations, helping to achieve their strategic priorities and long-term sustainability. In partnership with the Deputy Director for Network Equity and Inclusion and others, the manager will provide tailored guidance to help Partnership organizations integrate equity and inclusion practices into all aspects of their management operations. The Manager will facilitate peer learning groups; serve as a trusted advisor and thought partner to network leaders, offer in-person and virtual workshops, and be a resource on management, finances, administration, staffing, human resources, and board governance.


  • Serve as a trusted advisor to leaders within the State Priorities Partnership on issues related to leadership, management, operations and board governance, applying a strong equity, inclusion, and belonging lens to each.
  • Identify critical areas for organizational effectiveness through ongoing assessment and needs analyses and recommend programs to address them.
  • Initiate and facilitate network peer learning opportunities.
  • Develop strategies for supporting directors, boards, and staff in planning for and managing transitions.
  • Identify successful nonprofit management and board governance practices and promote their adoption by sharing samples, reference materials, and high-impact training for leadership, staff, and boards of member organizations.
  • In collaboration with the Deputy Director of Network Equity and Inclusion and others, start and contribute to conversations around issues of power, privilege, racial justice, diversity, and other inter-group dynamics within network organizations.


  • A bachelor’s degree (relevant advanced degree preferred such as in nonprofit management, public administration, business, or social work) and at least 5 years of relevant experience, preferably in managing, advising, consulting, or leading collaborative projects.
  • Knowledge of the theory and practice in at least one of the following areas: nonprofit governance, nonprofit financial management, workplace people and culture, or navigating organizational change. Relevant experience in nonprofit advocacy organizations and national networks preferred.
  • A strong commitment to the missions of CBPP and the State Priorities Partnership to reduce poverty and racial inequities and increase opportunity for all people living in the U.S. through state-based policy change.
  • An understanding of the role that racial inequity plays in our society and institutions, self-awareness of one’s own power and privilege, and a demonstrated ability to effectively manage and collaborate across lines of difference.
  • A track record of building and maintaining trusting relationships, facilitating candid discussions about challenges and needs, and consistently following through on commitments.
  • Experience leading teams through business processes, such as planning, prioritization, and decision making.
  • Excellent verbal and written communications skills including experience facilitating meetings from design through follow-up.
  • Detailed knowledge of and proficiency in Microsoft Office software, including Excel, SharePoint, Teams, Outlook, Word, and PowerPoint.
  • Comfort managing quantitative data sets with attention to detail; and experience creating and analyzing budgets preferred.
  • Exceptional customer service orientation.
  • Ability to travel to annual network events, and in service to Partnership organizations as requested, roughly 5-7 times per year depending on knowledge and experience.

CBPP is currently operating on a hybrid work schedule of two in-office days (Tuesday and Wednesday) per week, as well as the first Thursday of each month in our Washington, D.C. office.

This position reports to the Director of Network and Organizational Effectiveness.

Terms of Employment: Full-time; exempt.

Bargaining Unit Status: This is a bargaining unit position.

Compensation: Salary for the role starts at $70,000 annually, with the exact salary to be determined based on total relevant experience; excellent benefits (including health insurance, vision and dental coverage, life and long-term disability insurance, retirement, MERP, and DCAP), and generous vacation, sick leave, and holiday schedules.
