It utilizes project management and collaboration skills to develop strategies and execute coalition advocacy tactics. This position also gathers information, maintains consistent and clear lines of communication, and supports the Government Affairs team in planning, reporting, and scheduling.

Advocacy and Congressional Communications Management

  • Serve as the CAC liaison to the offices of key Congressional members through regular meetings, information sharing, updates, and events.

  • Develop positive, collaborative relationships with the staff of key members of Congress.

  • Drive Congressional support for the CAC’s legislative and regulatory agenda by planning and implementing advocacy activities like briefings, Member letters, and cosponsorship drives.

  • Work closely with the Senior Director, the Director of Government Affairs, and other CAC staff and partners who are engaging with Hill offices.

  • Closely track Hill activity on priority issues and legislation. Assess that activity and make recommendations for engagement around legislation, hearings, nominations and other Hill activity.

  • Develop a deep understanding of Members, their priorities and influences, the district, and state- or district-specific climate issues, for states and districts where CAC is focused.

  • Manage the feedback loop between Hill offices and CAC staff and partners: drive an appropriate level of intel sharing, provide messaging guidance on Member-directed events and communications, and work to ensure that CAC field and communications staff are up to date and informed on Members’ positions, priorities, and particular needs.

Coalition Support

  • Assist the Senior Director of Government Affairs in setting the agenda for regular meetings of the CAC lobby table.

  • Support the lobby table by driving shared advocacy campaigns, which may include but is not limited to drafting strategy memos, threat landscapes, target and whip lists, as well as sharing information, creating agendas and material, drafting prep memos, and taking notes.

  • Advise and assist CAC staff and vendors in working with key Members of Congress and their staff. Support the work of CAC field, partner, and communications staff efforts by recommending messages, policies or other direction specific to Members. Develop written guidance and tracking systems where needed.

  • Create and maintain a feedback loop between the DC lobby team, other CAC staff, and our state and local partners.

Planning, Reporting, and Other Activities

  • Contribute to annual and quarterly planning and goal-setting for Congressional activity.

  • Track and report Congressional activity (meetings, conversations, events, etc).

  • Attend briefings, meetings, and events for CAC staff and, as needed, with external allies.

  • Manage internal Congressional tracking, including reviewing and summarizing major legislation and tracking Members’ positions on CAC lobby requests and participation in CAC events. Present distilled Congressional tracking to coalition members.

  • Disseminate talking points, resources, and other materials developed by the campaign, as needed.

The Government Affairs Program Manager will need to register under the federal Lobbying Disclosure Act.

Required Qualifications

  • At least 2-4 years of experience working on advocacy or political campaigns, on Capitol Hill or with an advocacy nonprofit organization.

  • A high degree of professionalism and cultural competency in dealing with diverse groups of people.

  • Must have the ability to communicate, build and maintain collaborative relationships throughout the organization and with members of Congress, staff, key federal agency officials, CAC coalition partners, their working groups, and their consultants, funders, and vendors.

  • Demonstrated knowledge of Congress, Congressional committees, the legislative and regulatory process and oversight of the federal government by Congress, and Congressional procedure and protocol.
