The Brookings Institution estimates that $70B of cash transfers would be required to eliminate the poverty gap; the aid sector currently spends $135B each year, much of it on evidence-free interventions. Maryland UBI Project Video Documentary: Recipients Impact Change Story

INTRODUCTION

About GiveDirectly

GiveDirectly is the world’s largest NGO dedicated exclusively to delivering unconditional cash transfers to people living in poverty. In the last decade, GiveDirectly has delivered $550M+ to over 1.25 million people across eleven countries. We currently have operations in DRC, Kenya, Liberia, Malawi, Mozambique, Morocco, Rwanda, Uganda, Nigeria, USA, & Yemen.

Over the past decade, GiveDirectly has worked in a variety of contexts where experts predicted digital cash transfers at scale were infeasible, including Liberia. Our projects have involved close coordination with the Liberian Ministry of Education; Liberian Ministry of Gender, Children, and Social Protection; Rwandan Ministry of Local Government and the Ministry of Emergency and Refugee Affairs; Togolese Ministry of Posts, Digital Economy and Technological Innovations; and Congolese social protection agency Fonds Social.

Our programs in Liberia

GiveDirectly Liberia launched in 2018 to deliver unconditional cash transfers to poor, rural households via mobile money, promoting food security, poverty reduction, and financial inclusion. We set out to produce a proof-of-concept for the operational feasibility and cost effectiveness of sending high volumes of digital cash transfers in one of the least developed countries in the world. GiveDirectly Liberia has served over 188,000 recipients and delivered over 7.5 billion Liberian dollars directly to the poor. In 4 years, GiveDirectly’s work in Liberia has scaled from a compelling proof-of-concept of mobile-money-based cash transfers to the largest social protection program in the country.


DESCRIPTION OF THE REQUIRED SERVICE PROVISION

Create a high credibility video that showcases the impact of the Maryland UBI project on recipients lives (before and after). Highlights stories that emphasize financial independence, well-being, and community growth. The video will provide a comprehensive overview of the community's engagement with the cash transfer program, highlighting individual stories, challenges, successes, and lessons learned and best practices for future UBI initiatives. . It aims to illustrate how the direct cash transfers have affected Maryland UBI project recipients livelihoods, economic opportunities, and overall well-being. This footage will serve not only as a tool for program evaluation but also as a compelling narrative for stakeholders, donors, and the broader public, illustrating the potential of the UBI project in addressing poverty and promoting sustainable development in Liberia.

Expected output of the video documentary:

The service provider will be expected to produce, although not limited to, the following products:

Videography & photography:

Using quality video and photography equipment, including microphones for voice recording, additional lighting and at least two cameras (close up and wide angle), the service provider will deliver:

  • A 5-minute video that highlights GiveDirectly activities under the Maryland UBI project and the recipients stories that reflect what they have benefitted from Maryland UBI project, and how Maryland UBI project have met their individual needs thus changing their lives for the better.
  • Inclusion of English subtitles for the interviewee and/or voiceovers (to be edited by GiveDirectly before final production), providing good English translations of the recipients narratives.
  • During the shooting process, priority should be given to context videos, including images of the recipients as well as their homes, communities and their investment to illustrate the interviews.
  • High-quality 50 photos from the different recipients interviewed in Maryland UBI project sites
  • The photo bank of all photos taken from Maryland as well as the raw footage of the videos must be delivered on external hard disks or USB keys:
    • pictures and with captions filled in (place, date, people);
    • videos in format mp4 in 4K + separated soundtrack with microphone.
  • Service Provider will be responsible to do the editing and submit to GiveDirectly Communication team for review before finalization
  • Post production processes should take into account GD branding and Marking in terms of Color correction and matching. Ensure branding of GiveDirectly and Donor at the beginning and at the end of the video

Target audience or group:

  • Project direct recipients - at least interview 6 project recipients with impactful stories

    • Town chief in at least two of the project communities
    • MTN Representative around town launch
    • District commissioners, superintendent, etc

Ensure balanced videos by interviewing an equal number of 2 male and 2 female recipients capturing a wide array of perspectives (e.g. young, adults, single parents, elderly recipients) to provide a comprehensive view of the impact.

The process to be followed to undertake the required service: The following steps show the process of the required service:


Preparatory meetings will be conducted to ensure a good understanding between the GiveDirectly and the service provider team on objectives, responsibilities, and expectations. Field trip for shooting. The service provider team will be accompanied by the GiveDirectly technical team to Maryland to selected recipient communities to gather for the videographing. The service provider’s team will conduct field visits along with the GiveDirectly team to document the stories of change from project recipients.GiveDirectly will be responsible for community and recipient mapping prior to the shooting; however, the service provider is at leverage to propose new ideas based upon their experience doing similar work.

  1. The service provider is responsible to develop the interview scripts and submit to GiveDirectly for review and approval before the service is provided.

In the post-production phase, the service provider will edit and consolidate all the materials based on the GiveDirectly comments to produce the videos and photos and share it with the GiveDirectly for the first reviewAfter validation from GiveDirectly, the service provider will add or incorporate all of the different inputs from GiveDirectly.

The steps mentioned above will be implemented under the overall guidance, support, and supervision of the GiveDirectly. The service provider should abide by all GiveDirectly policies before he/she interacts with any recipients.

EXPECTED DELIVERABLES

  • One high-quality video of a maximum of 5 minutes with English translation, and video formal and resolution must be (MP4 format and 1920X1080 or 4k)
  • The raw footage of all the videos
  • At least 50 high-quality photos
  • The photo bank of all photos collected from Maryland UBI project

The final products as per the above expected deliverables should be submitted after a systematic process of drafting, reviewing, editing and validation.

These should be submitted on a memory stick and a link, the memory stick will be hand delivered to the GiveDirectly and the link will be shared on the following email addresses

Expertise required

  • Have a good experience in producing a documentary, short videos, and photos.
  • Able to produce high-quality broadcast videos and professional photos on tight deadlines.
  • At least 3 years of proven technical experience for the cameramen/editors involved in the production.
  • Ability to include English language subtitling.
  • Proven experience in social media tools.
  • Proven ability to meet deadlines.
  • Ability to travel to the field.

JOB CONDITION

The Service Provider is responsible for the cost of (to include on the financial proposal professional fees):

  • Daily Living cost in Maryland
  • Accommodation cost
  • Health coverage cost
